If the FOH mixer is one of your crew, the venue will tell them if they need to turn it down, but I don't think I've ever been in a situation where the venue asked our mixer to turn down the overall volume, though individual players get asked to adjust their volume quite frequently, which is obviously totally normal. In my experience it's the drummer who sets the stage volume, and the FOH mixer has to do their best to balance everything else to make it sound good in most of the room (there's always some messed up spots at a venue where the mix will suck). I'm not aware of any standards, but I'm sure larger venues have/enforce them.
